What Is a Consignee? UAE Importer's Guide (2026)

In short: The consignee is the person or company named on your shipping documents as the legal receiver of the goods. For UAE importers, getting this right matters because Dubai Customs uses the consignee's name and import code to clear your shipment — a wrong or missing consignee can mean delays, storage fees, or a container stuck at port. This guide explains who should be named, how it differs from a notify party or shipper, and how Epic Sourcing helps first-time UAE importers get it right.

What does "consignee" mean in shipping?

The consignee is the party who will receive the goods at the destination port. On a bill of lading or air waybill, the consignee's name, address, and import code appear in a specific field. Customs authorities use this information to identify who is responsible for the shipment once it lands.

In most import transactions, the consignee is the buyer — the business that ordered the goods from the Chinese or Vietnamese manufacturer. But it isn't always that simple.

Who should be named as consignee for a UAE import?

For most UAE-bound shipments, the consignee should be the company holding a valid UAE Importer Code issued by Dubai Customs (or the relevant emirate's customs authority). This is usually your own trading licence, but first-time importers without a customs code sometimes use their freight forwarder or sourcing partner as the consignee of record temporarily.

Getting this wrong is one of the most common reasons shipments sit uncleared at Jebel Ali or Dubai Airport. If the name on the bill of lading doesn't match a registered importer code, customs can hold the cargo until the paperwork is corrected.

Consignee vs shipper vs notify party: what's the difference?

TermWho it isRole
ShipperThe exporter (often your factory or sourcing agent in China/Vietnam)Sends the goods and is named as the origin party
ConsigneeThe buyer or importer of recordLegally receives the goods and clears them through customs
Notify partyOften the same as the consignee, or a freight forwarderGets notified when the shipment arrives so clearance can start

Many UAE importers list their freight forwarder as both the notify party and, in early shipments, a placeholder consignee — but the goods should still legally belong to the buyer.

What happens if the wrong consignee is named?

If the consignee's name doesn't match the entity named on the commercial invoice, or doesn't hold a valid import code, Dubai Customs can request an amendment before releasing the cargo — on top of whatever import duty and customs costs you were already expecting. This usually means:

  • Extra demurrage and storage fees while the paperwork is corrected
  • Delays of several days to a few weeks, depending on the port
  • In rare cases, cargo being returned or auctioned if the issue isn't resolved

This is avoidable. The fix is simple: confirm the consignee details with your freight forwarder before the shipment leaves China or Vietnam, not after it arrives.

Can a sourcing agent act as consignee?

Yes, in some cases. First-time importers without a UAE trade licence sometimes use a sourcing or logistics partner as a temporary consignee of record, then transfer the goods locally. This isn't the simplest path for every business, so it's worth discussing with your freight forwarder before committing to it. A clear product spec sheet and shipping checklist agreed with your supplier upfront makes this kind of paperwork far easier to get right the first time.

FAQ

Is the consignee the same as the buyer?

Usually, yes. The consignee is typically the buyer or importer of record, though a freight forwarder can be named temporarily in some cross-border setups.

Does the consignee pay customs duty?

Yes. The consignee, as the importer of record, is responsible for import duty, VAT, and any customs fees in the UAE.

What documents show the consignee?

The bill of lading (sea freight), air waybill (air freight), and commercial invoice all list the consignee.

Can I change the consignee after the shipment has left China?

It's possible but adds time and cost. Amendments usually need sign-off from the shipping line or airline, plus updated paperwork from the shipper.

What if I don't have a UAE import code yet?

Talk to your freight forwarder or sourcing partner early — some can act as a temporary consignee while your trade licence and import code are finalised.
